Reggie Holt

President & Chief Executive Officer

Reggie began his Farm Credit career in 1982 serving as a branch manager at the East Carolina Farm Credit in Swan Quarter, North Carolina. In 1985 he transferred to the Farm Credit Bank of Columbia (AgFirst) serving in various credit administration and audit positions until 1992 when he joined Farm Credit of Central Florida as Area Vice President. From 1997 to 2007 Reggie served as Senior Vice President and Director of Agribusiness Lending. Reggie has served in his current position since early 2008.

He has a Bachelor of Science degree in Business Administration with a concentration in Banking and Finance from East Carolina University, a Master of Business Administration degree from Florida Southern College and is a graduate of the Graduate School of Banking at Louisiana State University. Reggie is also a graduate of the Wedgeworth Leadership Institute at the University of Florida and the Harvard Business School Executive Education Corporate Governance program. He serves as a board member of the Florida State Fair Authority. Reggie is a member and past president of the Plant City Rotary Club.

Scott Fontenot

Chief Operating Officer

Scott began his Farm Credit career in 1994 as a Loan Officer at the South Central Farm Credit in Sandersville, Georgia. In 1997 he transferred to the AgFirst Farm Credit Bank serving in various finance and credit positions until 2000 when he joined Farm Credit of Southwest Florida as Senior Vice President and Chief Financial & Investment Officer.

In 2005, Scott left the Farm Credit System to take the CFO position at a private Agribusiness and Venture Capital firm in Orlando, Florida.

Scott returned to the Farm Credit System in 2009 as the CFO for Farm Credit of Central Florida. In his current role as the Chief Operating Officer, Scott is responsible for all operating activities within the ACA such as finance, lending, credit administration, portfolio management, and risk management.  Scott holds a B.S.A. in Agribusiness from the University of Georgia and a M.B.A. from the University of Central Florida.

Annie Sullivan

Chief Financial Officer

Born and raised in Lakeland, FL, Annie began her Farm Credit career in 2011 as Farm Credit of Central Florida’s Controller, and in September 2016 joined the strategic leadership team as the Chief Financial Officer.

Full Bio

She is a Certified Public Accountant who practiced public accounting for five years before joining Farm Credit of Central Florida. As CFO of Farm Credit of Central Florida, Annie is responsible for the management of all areas of the Association’s financial operations including accounting cash management operations, financial reporting and internal controls, and financial and capital planning.

Annie graduated from the University of Florida with a Bachelor of Science degree in Accounting, and earned a Masters of Accounting from the University of North Florida. She is also a graduate of the Graduate School of Banking at Louisiana State University.

Jeff Phillips

Chief Lending Officer

Jeff is a native of Dade City, FL. He began his career with Farm Credit of Central Florida in 1997 as a Senior Credit Analyst in the Agribusiness Lending Group.

Full Bio

Jeff attended the University of Florida where he received his Bachelor of Science in Finance as well as his Master of Science degree in Food and Resource Economics.

Jeff is also a graduate of the Graduate School of Banking at Louisiana State University. Jeff has served various roles in credit analysis and lending throughout his 22 years with the Association and in his current position he is responsible for the Association’s lending unit.

Johan Dam

Chief Marketing Officer | Chief Risk Officer

Johan began his career in the financial services industry in 1996.  He served in a variety of roles within the industry including retail banking, commercial banking, underwriting, and loan origination.

Full Bio

In 2007, he began his career at Farm Credit of Central Florida serving in roles as a commercial loan officer, Chief Relationship Manager, Special Assets Manager, investment portfolio manager, and Director of Capital Markets.    In 2015, Johan left the Farm Credit System to take a position at an Agribusiness lending group in California.  In this role, Johan was responsible for loan originations across the Southwestern United States. 

In 2018, Johan returned to his Lakeland roots at Farm Credit of Central Florida.  Johan is currently the Chief Marketing and Sales Officer where he is responsible for digital strategy, marketing, and sales management. A graduate of the Graduate School of Banking at Louisiana State University, Johan holds a B.S. in Organization Management and Finance from Warner Southern College and an M.B.A. from the University of Florida.

Kerri Costine

Chief Credit Officer

Kerri is a Florida native, having been born in Lakeland and raised in Sarasota, with family roots in Plant City.

Full Bio

Her career in the financial services industry began in Atlanta in 1992, and she relocated to Central Florida in 2007. In the 25 years prior to joining the Farm Credit System, she held roles of increasing responsibility in underwriting and portfolio management with financial services, community banking, and commercial banking organizations. It is the Association’s mission of serving agriculture and rural communities that drew Kerri to our organization.


Kerri joined Farm Credit of Central Florida in 2017 as the Credit Analyst Manager, and in October 2021 she became a member of senior management having been appointed Chief Credit Officer. She is responsible for directing the credit functions within the Association’s Lending Department and overseeing the Special Assets Management and Appraisal departments. Kerri graduated from Florida State University in 1994 with her Bachelor of Science in Marketing Research with a concentration in Statistics.

Dawn Tuten

Chief Administrative Officer

Dawn Tuten of Lithia, Florida joined Farm Credit of Central Florida in June 2005 as a Paralegal in the Agribusiness Lending Group, and received her Paralegal certification from Erwin Technical College.

Full Bio

 In 2011, Dawn transferred from the lending group to the Human Resources department. 

In Dawn’s current role as Chief Administrative Officer and Corporate Secretary she is responsible for the management of all Human Resource functions and serves in direct support of the Chief Executive Officer and the Board of Directors.

Keith D. Mixon | Chair of Board

Audit Committee | Governance Committee

Keith D. Mixon is a citrus grower and past Chair of the board of the Florida Fruit and Vegetable Association. He and his family owned and operated SunnyRidge Farms prior to being sold to Dole Food Company, he then served as President of Dole Berry Company. Mr. Mixon is a member of the DAC committee. His principal occupation and employment for the past five years has been self-employed farmer.

Randy L. Larson | Vice Chair of Board

Governance Committee | Risk Management Committee

Randy L. Larson was appointed to the Board in December 2016 as the Association’s second Outside Director. He is a licensed professional engineer, a registered general contractor in Florida. His principal occupation and employment for the past five years has been with R Larson Company.

Daniel T. Aprile

Compensation Committee-Chair | Risk Management Committee

Daniel T. Aprile was elected to the Board in April 2019. Mr. Aprile is the Manager of Golden A Cattle Company, LLC and Aprile Farms, Inc. located in Tampa. Mr. Aprile is a former member of the Hillsborough County Independent Oversight Committee and on the Hillsborough County Agricultural Economic Development Council. He is also a past president of the Hillsborough County Farm Bureau. His principal occupation and employment for the past five years has been with Golden A Cattle Company, LLC and Aprile Farms, Inc.

Erin H. Archey

Erin H. Archey was elected to the Board in June 2023. Mrs. Archey is the Corporate Treasurer for A. DUDA & Sons, Inc. She currently serves on the DUDA Board of Directors, the St. Luke’s Lutheran Church and School Foundation, and the Seminole County Farm Bureau Board, where she previously served as President. Her principal occupation and employment for the past five years has been with DUDA.

Robert M. Behr

Audit Committee-Vice Chair | Compensation Committee-Vice Chair | Governance Committee

Robert M. Behr was re-elected to the Board in June 2022. Dr. Behr is the former CEO of Florida's Natural Growers and having retired from that role at the end of 2022 still remains active in the organization as a citrus grower supplying fruit through its Cooperative Members. Florida's Natural Growers is a citrus growing, processing, and marketing cooperative. Dr. Behr is also a member of the CoBank board of directors. His principal occupation and employment for the past five years has been as the CEO of Florida's Natural Growers and its subsidiaries.

Jenny R. Black

Governance Committee-Chair | Compensation Committee

Jenny R. Black has served on the Board since 2014. Mrs. Black is a partner in multiple citrus growing operations and is a member of Peace River Packing, a citrus growing cooperative. Mrs. Black has more than 20 years experience in the Information Technology field and her primary employment since 2008 has been managing her own IT consulting practice. Jenny Black Consulting, LLC serves clients in the transportation and agriculture industries. Mrs. Black was elected to the AgFirst Farm Credit Bank Board in August 2018 and is a director of the Farm Credit Council, a trade organization. Mrs. Black also serves on the Polk County 4-H Foundation Board and the National Watermelon Promotion Board.

C. Dennis Carlton, Jr.

Compensation Committee | Risk Management Committee- Vice Chair

C. Dennis Carlton, Jr. was elected to the Board in June 2022. Mr. Carton is a cattleman and partner in Carlton and Carlton Ranches and Audubon Ranch which are cow/calf operations throughout Central Florida. He is the owner/operator of D Carlton LLC, a real estate holding company and is active in real estate working under Mid-State Reality. He is also a strawberry grower in south Hillsborough County. He serves on Hillsborough County Farm Bureau as President, the Seffner Christian Academy Board and the Ag Economic Development Council. Mr. Carlton’s principal occupation and employment for the past five years has been with Carlton and Carlton Ranches and D Carlton LLC.

W. Rex Clonts, Jr.

Audit Committee | Governance Committee - Vice Chair

Rex Clonts, Jr, Chair, is a citrus and vegetable grower. He is also past President of Seminole County Farm Bureau 2013 - 2015, 2019-20. Mr. Clonts is also a Director Emeritus of the Florida Fruit and Vegetable Association. His principal occupation and employment for the past five years has been with Clonts Farms, Inc.

Reed C. Fischbach

Risk Management- Chair | Audit Committee

Reed C. Fischbach is a real estate broker specializing in sales, development and management of agricultural land. Mr. Fischbach serves on the Brandon Regional Hospital Board of Trustees. His principal occupation and employment for the past five years has been with Fischbach Land Company.

David A. Mereness | Financial Expert

Audit Committee - Chair | Risk Management Committee

David A. Mereness was appointed to the Board in March 2016 as the Association’s Outside Director. Mr. Mereness is a partner in Dearolf & Mereness LLP, a member of the American Institute of Certified Public Accountants, the Florida Institute of Certificated Public Accounts, and on the board of the National Society of Accountants for Cooperatives. His principal occupation and employment for the past five years has been with Dearolf & Mereness LLP.

Timothy D. Schaal

Audit Committee | Compensation Committee- Vice Chair

Timothy D. Schaal was elected to the board in June 2022. Mr. Schaal is CEO of Airtec Sprayers, Inc. a specialized manufacturer of agricultural spraying equipment. Mr. Schaal is a Certified Public Accountant and a member of the American and Florida Institutes of Certified Public Accountants. He is also the managing partner in a Citrus Under Protective Screening (CUPS) fresh grapefruit grove. Mr. Schaal serves as the Chairman for the Boys and Girls Clubs of Polk County. His principal occupation since 2011 has been with Airtec Sprayers, Inc.
